MINUTES OF THE SPECIAL MEETING OF INGLEBY BARWICK PARISH COUNCIL, HELD AT ST. FRANCIS OF ASSISI CHURCH CENTRE, BARWICK WAY, INGLEBY BARWICK, ON WEDNESDAY 8TH DECEMBER 2004, COMMENCING AT 7.15 P.M.

No Residents were present at the meeting.

Apologies for absence were received from or on behalf of Councillor D. Scott and Ward Councillor Mrs J. Beaumont.
128. CODE OF CONDUCT DECLARATIONS OF INTEREST.
No interests were declared.
129. Planning Application No. 04/3627/REM
Proposal: Reserved Matters Application for the Erection of 64 no.
Dwellinghouses and 48 no. Three Storey High Apartments Together with
Associated Car Parking, Landscaping and Amenity Space (Revised
Location: Broom Park (Southern Part), Village 5, Ingleby Barwick.
The Clerk informed that she had invited Mr P. Jordan, Persimmon Homes to attend the meeting, however due to personal commitments he is unable to attend and has sent his apologies.
He does note that following his attendance at the Parish Council meeting on 20th October 2004, he has taken on board the comments made concerning the four storey elements and has reduced them to three storey. Additionally they have sought to simplify parking arrangements and have incorporated these into the plans.

They have produced street scenes and will be submitting a coloured axonametric view of the proposed development to asset in the understanding of the proposal. It is noted that they have suspended their planning appeal in respect of planning application no. 04/0623/REM pending the outcome of this application
The Clerk reported that she had circulated the plans to the Parish Councils planning advisory group prior to the meeting, for their observation.
The Parish Council considered all the information and plans provided in respect of planning application no. 04/3627/REM.
RESOLVED that the Clerk submit the following comments to Stockton-on-Tees Borough Council (S.B.C.) on behalf of the Parish Council:
Ingleby Barwick Parish Council has concerns with regard to the density of this proposal, which will also have an impact on the traffic situation. The roads in the vicinity of this application site have already felt the impact of the closure of the Lowfields Avenue extension. The increased volume of cars generated will add to the build up of traffic at the Sandgate/Myton Way link roundabout.
Confirmation is required that the road at the top of the application site, links directly into the next development to allow the flow of traffic and give more than one entrance/exit onto Broomhill Avenue.
130. Planning Applications - Over Development of Plots.
Concerns were raised regarding the increasing numbers of large extensions being submitted for approval.
RESOLVED that the Clerk send a letter to S.B.C. requesting information on the current regulations regarding what percentage of a building plot is allowed to actually be built upon. Also, have the regulations been changed since implementation of PPG3.
131. Planted/Flower Beds, Ingleby Barwick Request from Stockton-on-Tees Borough Council for Suggested Locations within Ingleby Barwick for the Planting of Flower Beds.
The Clerk informed that she had been requested by S.B.C. for suggested locations for the planting of flower beds in Ingleby Barwick. The officer concerned is currently preparing budgets and would like any comments as soon as possible. S.B.C. have suggested that the project be started by planting along Ingleby Way and Barwick Way, at each roundabout approach, as well as at both of the existing entrance signs.

S.B.C. would be grateful to receive any suggestions on the matter, which may need to be implemented over coming years, depending on the financial allocations.
RESOLVED that this matter be discussed at the Parish Council meeting on 15th December 2004.
132. Alteration Number One to the Adopted Stockton-on-Tees Local Plan:
Proposed Pre-Inquiry Changes to the Revised Deposit Draft.
The Clerk noted receipt of a letter from S.B.C. informing that from 3rd December 2004, the Council will be formally publishing Proposed Pre-Inquiry Changes to the Revised Deposit Draft of Alteration No.1. This document responds to comments received to the Revised Deposit Draft following a public consultation exercise held between June and July 2004.
Following formal ratification by the Council on 24th November 2004, the document proposes a number of changes, most notable of which is the proposal to de-allocate two of the major allocations in Billingham at Policy S15 (i.e. proposals for convenience foodstore on the site of the Forum and the proposed mixed use development within John Whitehead Park).
Copies of the Pre-Inquiry Changes Draft are available for public inspection between 3rd December 2004 and 14th January 2005, at S.B.C. Planning Department, Municipal Buildings, Church Road, Stockton (between the hours of 8.30 am and 5.00 pm Monday to Wednesday inclusive, 8.30 am and 7.00 pm Thursday and 8.30 am and 4.30 pm Friday), as well as the Librarys in the area.
The Clerk informed that she has requested a copy of the document from S.B.C., for the Parish Councils observation.
