MINUTES OF THE SPECIAL MEETING OF INGLEBY BARWICK PARISH COUNCIL, HELD AT ST. FRANCIS OF ASSISI CHURCH CENTRE, BARWICK WAY, INGLEBY BARWICK, ON WEDNESDAY 10TH NOVEMBER 2004, COMMENCING AT 7.15 P.M.

APOLOGIES FOR ABSENCE.

Apologies for absence were received from or on behalf of Councillors Mrs I. Machin, R. Patterson, D. Scott and Ward Councillor Mrs J. Beaumont.

 

 

107. PUBLIC PARTICIPATION.

No public present at the meeting.

 

Wooden Fencing adjacent to Thornaby Road/Ingleby Way Football Pitches.

It was questioned whether the section of wooden fencing adjacent to the football pitches site was still required as new fencing has been erected.

 

RESOLVED that the Clerk contact T.I.B.S. regarding the matter.

 

Loose/broken branch on tree, Ingleby Way.

It was noted that the branch is unsafe and needs removing.

 

RESOLVED that the Clerk report the matter to Stockton-on-Tees Borough Council (S.B.C.) for action.

 

 

108. CODE OF CONDUCT – DECLARATIONS OF INTEREST.

109.  PLANNING APPLICATION No. 04/3225/FUL

PROPOSAL: Erection of Pavilion to Provide Facilities for Community Football

Complex.

LOCATION: New Community Football Complex, Thornaby Road,

Stockton-on-Tees.

 

The Parish Council considered all of the information and plans provided in respect of planning application no. 04/3225/FUL.

 

RESOLVED that the Parish Council submit positive comments in support of the proposal.  The Clerk to reply to S.B.C. accordingly.

 

 

110.   Appeal By Persimmon Homes Teesside Ltd,

Site At Broom Park (Southern Part), Ingleby Barwick, (Village 5), Stockton-

on-Tees,

Reserved Matters Application for 24 no. Four Storey Flats, 30 no. Three

Storey Flats and 64 no. Dwellings, Associated Roads, Parking and

Landscaping,

Hearing to be Held Tuesday 25th October 2005 (Venue to be Announced at a

Later Date) – Representations to the Planning Inspectorate by 23rd

November 2004.

 

The Clerk circulated the original comments submitted by the Parish Council in respect of the application, which are as follows:

 

The Parish Council objects to this application and does not support the proposal to build 3 and 4 storey flats.

Concerns are raised with regard to the size of the houses, with not even a loft to store possessions and very few wardrobes and cupboards.

Rooms in loft simply allow the price of the house to be based on 4/5 bedrooms.

There is a need for bungalows to be built on this new development, to provide a better variety of housing, as on Villages 1 & 2.  Eventually the larger houses will be too big for older people, which will force them to move to other areas, leaving an imbalance in the population on Ingleby Barwick.

The increased volume of traffic generated will cause problems at Sandgate/Myton Way link roundabout.

The Clerk noted that following amendments to the highway and parking designs, the following additional comments were submitted:

 

The Parish Council objects to this application and does not support the proposal to build 3 and 4 storey flats.

There is no amenity space to give any ‘sense of community’ PPG3.

What is the density of this development?

Concerns are raised with regard to how many houses exit from a cul-de-sac.

 

The Clerk informed that Stockton Borough Council Planning Committee refused the application on 16th July 2004 for the following reasons:

 

In the opinion of the Local Planning Authority the housing development hereby proposed constitutes over development of the site by virtue of the four-storey element of the apartment Blocks and the overall density of the site, contrary to policy HO11 (I) of the Stockton-on-Tees Local Plan.

 

The Clerk informed that the Parish Council’s comments on the application have been forward to the Planning Inspectorate, however if any further comments are to be made they should be forward in triplicate to the Planning Inspectorate direct, in writing, by 23rd November 2004.

 

Councillor Mrs Rouse stated that she has no objections to the application.

 

RESOLVED that no further comments be submitted to the Planning Inspectorate, in respect of the Appeal.

 

111. ALTERATION NO 1 TO THE ADOPTED STOCKTON-ON-TEES LOCAL PLAN – PUBLIC LOCAL INQUIRY.

 

The Clerk noted receipt of notification of the pre inquiry meeting (PIM) and Inquiry Questionnaire. 

It is noted that a Public Local Inquiry will be held to hear unresolved objections to Alteration Number 1 to the Adopted Stockton-on-Tees Local Plan.  The First Secretary of State has appointed Mr John Gillis to conduct the Inquiry which will begin at 10.00 am on Tuesday 22nd February 2005.

 

The Clerk informed that the Parish Council had received Alteration Number 1 to the Adopted Local Plan, Revised Deposit Draft (Including Summary of Representations to First Deposit Draft & Council Recommendations) June 2004.

The Clerk noted that the Parish Council had submitted the following Comments:

 

Policy S1 – Shopping Hierarchy

 

IBPC COMMENTS – Recommend that Villages 5/6 needs to be added to the Neighbourhood Centres.

 

SBC COMMENTS – There are no shopping facilities present or proposed in Villages 5/6, however the policy will be regularly reviewed and updated if and when necessary.

 

RESOLVED that the Parish Council’s objection be withdrawn unconditionally.

 

Policy S3 iv – General

 

IBPC COMMENTS – There should be adequate provision for collection and disposal of litter thrown around the premises.  There should be a standard set for cleanliness and care of the site, particularly Neighbourhood Centres.

 

SBC COMMENTS – Unfortunately the objection is not enforceable as the owner/occupier would not have direct control over litter dropped by third parties, although it is accepted that additional text could be added to add greater weight to the criterion and would assist in keeping areas cleaner.

 

Recommendation – amend the text to read ‘the proposal makes adequate provision for the STORAGE and disposal of litter’.

 

RESOLVED that the Clerk confirm in writing that the Parish Council’s original objection has now been satisfied.

 

Policy S15 – Non-Allocation of Major Development Opportunities – Land at Villages 5/6

 

IBPC COMMENTS – Add allocation at Villages 5/6 Ingleby Barwick.

 

SBC COMMENTS – There is already a Local Centre designated at Ingleby Barwick (Myton Way), which includes a Supermarket.  There is no additional need for an allocation for a supermarket identified in the Nathaniel Lichfield Study.

 

Recommendation: No change.

 

RESOLVED that the Parish Council’s objection be withdrawn unconditionally.

Policy S17 – Small Scale Shopping Outside Retail Centres

 

IBPC COMMENTS – Recommends Villages 5/6 Ingleby Barwick need to be included.

 

SBC COMMENTS – There are no shopping facilities proposed in villages 5/6, however the policy will be regularly reviewed and updated if and when necessary.

 

RESOLVED that the Parish Council’s objection be withdrawn unconditionally.

 

112. ANNUAL RETURN FOR THE FINANCIAL YEAR ENDED 31ST MARCH 2004.

 

The Clerk noted receipt of a letter from HLB AV Audit, enclosing the Parish Council’s Annual Return for the Year Ended 31st March 2004.

 

The Parish Council is requested to amend the Annual Return as follows:

 

1.      Amend the Council minute reference and date in Section 1 to ’78 (a) 2004/2005 29th September 2004’, which is the date the figures given on the form where approved;

 

2.      As the accounts have been prepared on an income and expenditure basis please exclude VAT from boxes 3 and 6 for both years;

 

3.      Please insert the word ‘restated’ at the top of the 2003 column.

 

A reconciliation between boxes 7 and 8 is required.

 

RESOLVED that the changes to the Annual Return be authorised by the Parish Council and the information to be forward to HLB AV accordingly.

 

113. INGLEBY BARWICK COMMUNITY WARDEN SERVICE.

 

The Clerk informed that she has placed an article in Ingleby Insider, due out on 22nd November 2004, requesting feedback from the residents of Ingleby Barwick on the Warden Service.  The deadline for responses is 10th December 2004.

 

The Clerk stated that she had been contacted by S.B.C. regarding the possibility of a change to the hours of work of the Ingleby Barwick Wardens.

RESOLVED that the Parish Council agrees to change the hours of work, apart from a Friday, on a trial basis up until Christmas.  The Clerk to inform S.B.C. accordingly.

 

114. INGLEBY BARWICK CHRISTMAS TREE/DECORATIONS.

 

The Clerk informed that she has been in contact with S.B.C. regarding Ingleby Barwick Christmas tree and decorations for 2004.

It was noted that S.B.C. have arranged for their trees to be supplied and erected by Elveden Norfolk, who will be installing the trees on Sunday 28th November 2004.

S.B.C. are unable to erect the Parish Council’s Christmas tree as they have done in previous years, however they have agreed to supply the lights and dress the tree if the Parish Council supply and erect one.

 

The Clerk informed that she has contacted Elveden Norfolk and has received the following quotation:

 

For 1 no. 30ft select shaped and fresh felled spruce display Christmas tree, supplied machine baled to protect the branches during transport and delivered to Stockton and positioned with lorry hiab                                                 £552.00

 

This price also assumes that delivery and installation coincides with that of S.B.C.

 

To remove and recycle the tree in January                                               £253.00

 

To position the Parish Council’s own tree which they could carry out providing that they are able to do so at the same time as they are erecting the trees for S.B.C.                                                                                                             £253.00

 

The prices are subject to VAT.

 

The Clerk informed that she has been in contact with Maynards Nursery at Stokesley who normally supply Ingleby Barwick’s Christmas tree and they have suggested the Parish Council approach Cleveland Land Services, who erect Redcar and Cleveland Council’s trees.  The Clerk noted that she is in the process of obtaining a price to carry out the work.

 

RESOLVED that in view of the time restraints involved, the decision be delegated to the Clerk and the Chairman, to finalise arrangements.

The Clerk noted that she has been informed by S.B.C. that they are providing themed Christmas decorations at the roundabouts along both Ingleby Way and Barwick Way.  Therefore, the four decorations purchased by the Parish Council last year will have to be moved to an alternative location within Ingleby Barwick.

S.B.C. are to look for a suitable location, however in view of time restraints to erect the Christmas decorations in the Borough, the decorations may have to be held in storage until next year.
