MINUTES OF THE SPECIAL MEETING OF INGLEBY BARWICK PARISH COUNCIL, HELD AT ST. FRANCIS OF ASSISI CHURCH CENTRE - MEETING ROOM, BARWICK WAY, INGLEBY BARWICK, ON WEDNESDAY 9TH JULY 2003, COMMENCING AT 7.00 P.M.

APOLOGIES FOR ABSENCE.
Apologies for absence were received from or on behalf of Councillors W. Feldon and Mrs S. Rouse.
42. DECLARATIONS OF INTEREST.
No declarations of interest were received.
43. INGLEBY BARWICK PARISH COUNCIL OFFICE ACCOMMODATION FOR THE CLERK.
The Clerk informed that the Parish Council has been contacted by Ardent Financial Services who are based in Barwick Lodge, to see if they are still looking for office space to rent.
Ardent Financial Services lease half of the building from Mr D. Jarvis, Newhomes Estate Agents.
It was noted that Ardent Financial Services have three and a half years left on their lease.
Councillors T.W. Bowman, Mrs I. Machin and the Clerk have visited Barwick Lodge to view the accommodation available.
It was noted that there are two offices available, the most appropriate being 110 square feet floor space.
The Parish Council would also have to contribute to the reception area, which is divided between the four office users.
The total floor space to be charged for is 162 square feet at the rate of £13.00 per square foot.
The total annual cost therefore is £2,106.00, making the monthly rent £175.00.
The rent does not include bills, which would be charged on top, i.e. electricity etc.

The Clerk noted that she has contacted Idec, who are based on Concorde Way, just off Queen Elizabeth Way, for a comparative price for renting office space.
They charge £17.00 per square foot for their office space, which includes all bills etc.
However, the smallest office available at this present time is 173 square feet.
It was noted that Barwick Lodge is within the Parish and accessible by the public, making it a suitable location for the Parish Councils office.
The Clerk noted that the office does require decorating and a new carpet, which is to be discussed with Ardent Financial Services.
RESOLVED that the Parish Council rent the office, starting from September 2003, for a 6-month trial period with the view to extending the contract at the end.
The Clerk to inform Ardent Financial Services accordingly.
44. STANDARDS BOARD FOR ENGLAND THE CODE IN PRACTICE.
The Clerk noted receipt of information and a video from the Standards Board for England, regarding The Code in Practice.
It was noted that Mr Bond, Monitoring Officer, Stockton-on-Tees Borough Council had been unable to attend tonights meeting to answer any questions about the information and video scenarios.
The Parish Council watched the video, which was very informative.
RESOLVED that those Members not present at the meeting be given the opportunity to watch the video.
