MINUTES OF THE SPECIAL MEETING OF INGLEBY BARWICK PARISH COUNCIL, HELD AT ST. FRANCIS OF ASSISI CHURCH CENTRE - MEETING ROOM, BARWICK WAY, INGLEBY BARWICK, ON WEDNESDAY 8TH OCTOBER 2003, COMMENCING AT 7.00 P.M.

Apologies for absence were received from Councillor R. Patterson and Ward Councillor Mrs J. Beaumont.

 

 

99. CODE OF CONDUCT – DECLARATIONS OF INTEREST.

Councillor T.W. Bowman declared a personal/non-prejudicial interest in relation to agenda item no.7, Ingleby Barwick Community Hall request for funding.  Councillors W. Feldon and Mrs I. Machin declared a personal/non-prejudicial interest in relation to agenda item no.7 as they represent the Parish Council on the Community Hall Management Committee.

Councillor Mrs S. Rouse declared a personal/non-prejudicial interest in agenda item no.7 as she represents the Over 50’s group on the Community Hall Management Committee and is Secretary.

 

100. ANNUAL RETURN FOR THE YEAR ENDED 31ST MARCH 2003.

This item is to be discussed at the next Parish Council meeting, which is to be held on 15th October 2003.

102. BUDGET 2003/2004.

The Clerk circulated a copy of the budget set for 2003/2004, to Parish Council members for their observation.

The Clerk noted that the Parish Council has made commitments to finance the improvement works to the toddlers play area adjacent to Safeway, 5 additional dog-fouling bins and a notice board for erection at the Community Hall.

The invoice for payment of the election costs in May 2003 is awaited from Stockton-on-Tees Borough Council.

The Parish Council has also committed to renting office accommodation at Barwick Lodge for a six-month trial period, with the view to extending the term.

 

Concerns were raised regarding the increase in vandalism being experienced in Ingleby Barwick over recent weeks, particularly at Ingleby Barwick Community Hall.

Councillor Mrs Machin read out a letter, which she has sent to Sean Price, Chief Constable of Cleveland Police, outlining concerns relating to the escalation of crime and anti-social behaviour in Ingleby Barwick.

 

The possibility of employing security wardens at the Community Hall on a Friday and Saturday night, between the hours of 10 p.m. and 1 a.m. was raised.

Also, the possibility of progressing a Community Warden Scheme was discussed.

 

RESOLVED that the Clerk obtain advice from CLCA regarding the employment of security wardens at the Community Hall.  Quotes to be obtained for the provision of security wardens, looking towards their implementation this forthcoming weekend.

 

RESOLVED that the Clerk progress the matter, liaising with the Chairman and Vice Chairman of the Parish Council, who are given the authority to agree the financing of security wardens at the Community Hall for a trial period, up to the value of £1,000.

 

RESOLVED that the Clerk approach Sean Price at Cleveland Police, John Price – Grants Officer at Stockton-on-Tees Borough Council (S.B.C.) and Mike Batty S.B.C., with regard to the availability of funding to support a Community Warden scheme in Ingleby Barwick.

 

RESOLVED that the Clerk arrange a meeting with Mike Batty S.B.C., to discuss Community Wardens.  Councillors T.W. Bowman, Mrs I. Machin and Mrs S. Rouse to attend the meeting.    

 

It was suggested that the Community Hall Management Committee consider writing to the Youth Group, who use the Hall on a Friday night, on the matter of vandalism and break-ins at the Hall.

104. SECTION 137 PAYMENTS - INGLEBY BARWICK COMMUNITY HALL, REQUEST FOR FUNDING.

The Clerk noted receipt of the letter from the Community Hall Management Committee regarding the possibility of obtaining funding from the Parish Council to cover the cost of replacement doors for the Community Hall.

 

It was noted that the least expensive quotation for the doors was from Farrell Fabrications at £4,455 (incl VAT).

 

The Clerk also outlined the prices received from the Community Hall Management Committee for shutters to be provided at the Community Hall, following the amount of increased vandalism, which are as follows:

RESOLVED that no decision be made on the provision of shutters, at present.

 

RESOLVED that the Parish Council approve a grant to the Community Hall of  £5,000, which is to be used towards payment for the replacement doors and their repair.

 

105. SECTION 137 PAYMENTS – THORNABY AND INGLEBY BARWICK F.C., FUNDING REQUEST.

The Clerk noted receipt of a letter from Thornaby and Ingleby Barwick F.C., a copy of which was circulated to members at the meeting.

 

It is noted that the Club have a revised quotation for the fencing around the Thornaby Road development, a copy of which was attached to the letter.

The quotation now includes for security fencing to the front (road side) at the cost of £6905.12 + VAT and rear (woods side) of the field at the cost of £5892.00 + VAT.

 

The Club now has sufficient funds to pay for the original ball stop fencing, which is £8700, however they cannot afford the security fencing as well.  It is noted that the Parish Council has agreed funding of £5000, which they will use towards the security fencing, however it is requested that consideration be given to increasing this amount due to the costs involved to provide security fencing.

 

RESOLVED that the Clerk reply to the Club informing that the Parish Council are unable to increase the grant allocation of £5000, as this is the figure in the budget for 2003/2004. 

 

106. INGLEBY BARWICK CHRISTMAS TREE/DECORATIONS, DECEMBER 2003.

The Clerk noted that she had met with Richard Hayes on 29th September 2003 to discuss Christmas Decorations in Ingleby Barwick.

The roundabouts in Ingleby Barwick, which are suitable for Christmas decoration features, are as follows:

 

-                     Ingleby Way/Lowfields Avenue

-                     Safeway:  Ingleby Way/Barwick Way

-                     Safeway: Ingleby Way/Myton Way

-                     Barwick Way/Sober Hall Avenue

 

The roundabout on Lowfields Avenue adjacent to St. Francis of Assisi CE Primary School has no light column in the centre and is therefore unsuitable for a feature.

 

S.B.C. are to organise something for Thornaby Road Roundabout, Low Lane Roundabout and Queen Elizabeth Way Roundabout.

 

The recommended location for the Ingleby Barwick Christmas Tree is the roundabout on Barwick Way/Beckfields Avenue.

 

S.B.C. recommend a 30ft tree, for which they will provide a socket in the ground.

SBC have confirmed that they would be able to decorate the tree with white lights, however if coloured lights were required the Parish Council would have to purchase their own.

 

It is anticipated that all decorations/trees will be in place by the end of November 2003.

 

RESOLVED that the Clerk inform S.B.C. that the Parish Council are in agreement with the above proposals.  The Clerk to order the Christmas decoration features as previously discussed, liaising with S.B.C.

A 30ft tree to be ordered from Maynards Nursery, as in previous in years, S.B.C. to decorate with white lights.

 

107. CCTV INGLEBY BARWICK.

The Clerk noted receipt of a report received from Powercare detailing the CCTV proposals, which was circulated to Parish Council members for their observation.
