MINUTES OF THE SPECIAL MEETING OF INGLEBY BARWICK PARISH COUNCIL, HELD AT ST. FRANCIS OF ASSISI CHURCH CENTRE, BARWICK WAY, INGLEBY BARWICK, ON WEDNESDAY 30TH NOVEMBER 2005, COMMENCING AT 7.15 P.M.

122. PUBLIC PARTICIPATION.

The Chairman outlined the Parish Council’s policy on the 10 minutes allocation for public participation.

 

The Chairman informed the meeting that residents attending with an interest in Agenda Item 5 (a) Planning Application No. 05/3047/OUT could raise their points/concerns when this item is discussed by the Parish Council.

Blair Avenue, Ingleby Barwick – Flooding.

Concerns were raised in respect of water seeping across the carriageway at Blair Avenue, Ingleby Barwick.

The section of carriageway affected is in the dip of the road after passing Myton Park Primary School before you get to Cradoc Grove.

The water appears to be coming from the undeveloped shrub land adjacent and at certain times can be quite extensive.

The current weather conditions make the area a road safety hazard.

 

RESOLVED that the Clerk report the matter to Stockton-on-Tees Borough Council (S.B.C.) to be investigated, with the view to the appropriate action being taken as soon as possible.

 

Pedestrian Underpass - Branklyn Gardens, Ingleby Barwick.

Concerns were raised regarding water seeping across the footpath/cycleway from the left hand side as you enter the pedestrian underpass, which is under Barwick Way and accessed from Branklyn Gardens.

The current weather conditions make the area a hazard.

 

RESOLVED that the Clerk report the matter to S.B.C. to be investigated, with the view to the appropriate action being taken as soon as possible.

 

123. CODE OF CONDUCT – DECLARATION OF INTERESTS.

No declarations of interest were received.

 

124. FINANCE, SECTION 137 PAYMENTS:

 

(a) Application for funding from Ingleby Barwick Residents Network (I.B.R.N.) for the ‘Magic of Christmas Gala 2005’, Ingleby Barwick, to be held on Saturday 3rd December 2005.

The Clerk reported receipt of a letter from IBRN thanking the Parish Council for its very kind donation of £650 for the Magic of Christmas Gala, for which they are most grateful.  However, they would like to put in another request.

The Network is finding it very difficult this year to secure sponsorship.  They have still to find someone to fund the silver band, the piper and the children’s entertainers and wondered if perhaps they could ask the Parish Council for a further donation?  The Parish Council is already their main sponsor and as such shall be mentioned in all press releases/local publications where possible, as well as on displays around the venue on the day.

Without the Parish Council’s help they are worried they may have to cancel some of the entertainment laid on for the day, which would be very disappointing.  Therefore they hope that the Parish Council will look favourably on their request.

The Clerk confirmed that the Parish Council has made the following contributions to the Network to date:

 

Magic of Christmas Gala 2004       -           £645

Summer Time Festival                     -           £460

Magic of Christmas Gala 2005       -           £650

 

The items which still require funding are as follows:

 

Scottish Piper                                                £    70.00

Silver Band                                                    £  170.00

Kids entertainers                                           £  200.00

(Magician, Punch n Judy)

 

The Parish Council noted their support of the event, which had proved to be very successful last year.

 

RESOLVED that the Parish Council make a further donation to the event for the sum of £170.00, which is to be used to provide the Silver Band.  The Clerk to reiterate the request that the Network provide the Parish Council with an up to date copy of their accounts after the event has taken place.

 

125. PLANNING APPLICATIONS.

 

(a) Planning Application No. 05/3047/OUT

Proposal: Outline Application for 19 No. Self-Build Housing Plots and the Creation of a Country Park/Local Nature Reserve.

Location: Land in the Vicinity of Bettys Close Farm, Ingleby Barwick.

The Clerk informed the meeting that she has been notified by S.B.C. that the Planning Officer is recommending refusal of the application to the planning committee on 7th December 2005, as the site would involve the loss of greenfield land-contrary to local and national guidance, is development in the green wedge and there has also been an objection from highways.

 

Ward Councillor Lee Narroway requested that the Parish Council consider the views of the residents who had attended the previous meeting when this item was discussed, as well as any comments from those residents present tonight.  He informed the meeting that he had received in the region of 60 objections to the development and not one that was in support of it. 

 

It was noted that the developer has not consulted all of the residents in Ingleby Barwick on this proposal.

Councillor Bowman, chairing the meeting, asked the residents attending to raise their hands if in favour of the application.  No hands were raised.

 

It was noted that residents need to be aware that even if this proposal is rejected there is still the risk that another proposal maybe submitted in the future, which has much more of an impact on their properties and the location. 

 

The situation with the land at Barwick Way/Low Lane was outlined, which is now the site of the new Ingleby Mill Primary School.  It was however noted that there is no requirement/need for further Primary School provision in Ingleby Barwick.

 

Residents noted that if the application is passed it undermines the status of the Local Plan.  The objection from S.B.C. highways section was also raised.

Further objections were noted including those from CPRE.

Residents informed that the Action Group is now constituted and has a strong membership.  They will work together to get this application stopped.

 

Concerns were raised in respect of the overall changes in density in Ingleby Barwick and the impact on the traffic situation.

 

It was reported that a Traffic Impact Assessment is to be carried out in the near future.

 

RESOLVED that the Parish Council object to the proposed development on the following grounds:  

 

The site is designated green wedge and should not be used for housing development.

It is understood that this particular site is already protected under the Local Plan EN7, which should be enforced.

Access to the proposed 19 houses and country park would be via Nevern Crescent and Ramsey Gardens, which are residential roads.  Traffic generated from this proposal may include buses for visitors and school parties and the existing narrow roads are not provided to the correct design standard to accommodate this.

The 19 properties would be in addition to the agreed housing allocation for the outline planning approval for Ingleby Barwick and there are already signs of strain on the road infrastructure.  It is understood that a ‘Traffic Model’ is to be developed to look at the impact of the housing number already agreed.

(b) Planning Application No. 05/2559/ADV

Proposal: Retrospective Application for the Erection of Various Non-illuminated Signs.

Location: Beckfields PH, Beckfields Avenue, Ingleby Barwick.

The Parish Council considered all the information and plans provided in respect of planning application no. 05/2559/ADV.

 

RESOLVED that the Clerk submit the following comments to S.B.C.:

 

Ingleby Barwick Parish Council objects to the signs, as they are too big and not in-keeping with the surrounding area.

The Parish Council has concerns with regard to planning applications being applied for in retrospect.

 

(c) Planning Application No. 05/2765/FUL

Proposal: Erection of 1 No. Detached Dwellinghouse with Integral Garage.

Location: Plot 13 River View, Ingleby Barwick.

The Parish Council considered all the information and plans provided in respect of planning application no. 05/2765/FUL.

 

RESOLVED that the Clerk submit the following comments to S.B.C.:

 

Is this plot being over-developed?

 

(d) Planning Application No. 05/3086/REV

Proposal: Revised Application for the Erection of 1 No. Detached Dwellinghouse and Detached Garage.

Location: Plot 66 River View, Ingleby Barwick.

The Parish Council considered all the information and plans provided in respect of planning application no. 05/3086/FUL.

 

RESOLVED that the Clerk informs S.B.C. that the Parish Council has no comments to make on this proposal.

 

(e) Planning Application No. 05/3215/REM

Proposal: Reserved Matters Application for the Erection of 1 No. Detached

Dwellinghouse with Integral Garage.

2 Brantingham Drive, Ingleby Barwick.

The Parish Council considered all the information and plans provided in respect of planning application no. 05/3215/REM.

 

RESOLVED that the Clerk informs S.B.C. that the Parish Council has no comments to make on this proposal.

126. INGLEBY BARWICK PARISH COUNCIL – OFFICE ACCOMMODATION.

The Clerk reported receipt of a letter from Robinson’s Estate Agents informing that they are happy for the Parish Council to re-locate to the office outlined in red on the plan enclosed.

The monthly rent would be £220.00 per month, excluding services.  This would include a proportion of the community charge.

The services would be invoiced on a percentage basis in relation to the space occupied within Barwick Lodge.

They will re-decorate the room prior to our occupation and the Parish Council is to organise and pay for its own BT service.

The Parish Council’s sub tenancy should end in the New Year, and a new tenancy will be created directly with Robinson’s as the landlord.

This could easily be dealt with by way of a simple licence.

 

RESOLVED that the Parish Council progress with this matter.  The Clerk to respond to Robinson’s accordingly.
