MINUTES OF THE SPECIAL MEETING OF INGLEBY BARWICK PARISH COUNCIL, HELD AT ST FRANCIS OF ASSISI CHURCH CENTRE, BARWICK WAY, INGLEBY BARWICK, ON WEDNESDAY 29TH NOVEMBER 2006, COMMENCING AT 7.15 P.M.

Planning Application No. 06/3359/REV

The applicant attended the meeting and outlined the history of events in respect of this planning application.

 

 

125. PLANNING APPLICATIONS:

 

(a) Planning Application No. 06/3081/FUL

Proposal: New Roundabout Junction and Access on the A174.

Location: Teesside Industrial Estate, Thornaby.

 

The Parish Council considered all the information and plans provided in respect of planning application no. 06/3081/FUL.

RESOLVED that the Clerk submit the following comments to S.B.C. in respect of the proposal:

 

The Parish Council would suggest that consideration be given to the possibility of closing off the access into the Industrial Estate on the roundabout at Thornaby Road/Ingleby Way, if this proposal is to go ahead.

Consideration should also be given to removing the right hand turn facility both into and out of the Hollybush Petrol Filling Station on Thornaby Road, which is a road safety issue.

 

(b) Planning Application No. 06/3299/REV

Proposal: Revised Application for Extension to Existing Food Store and   Associated Car Parking.

Location: Tesco Stores Limited.

 

The Parish Council considered all the information and plans provided in respect of planning application no. 06/3299/REV.

 

RESOLVED that the Clerk submit the following comments to S.B.C. in respect of the proposal:

 

The proposed new car park will cover what has been appreciated as a large green area for a number of years.  If a car park is to be provided here then it should be ensured that the tarmac area is fairly well broken up with trees and suitable planting, which will not only improve the appearance but it will also make the area less likely to be used for ball games.

 

It should also be ensured that the car park has adequate lighting.

 

This development will generate an increased amount of traffic at the ‘main centre’ of Ingleby Barwick.  In view of this and as there is currently only one access road into the shopping centre from Ingleby Way/Blair Avenue, the Parish Council would suggest that consideration be given to providing a second access, possibly the provision of a roundabout at a suitable location on Barwick Way.

 

What, if any, planning gain is to be achieved from this application? 

 

Contributions from developers are currently being progressed in respect of the proposed extension to Ingleby Barwick Community Hall.  The Parish Council would request that if there is any possibility of planning gain, that a contribution from Tesco Stores towards the extension be considered.

It is requested that provision for a post office, banking facility, photograph processing and possibly a dry cleaners be incorporated within the development.

 

If approved, the store will hopefully provide a greater variety and choice of quality of products.

     

(c) Planning Application No. 06/3359/REV

     Proposal: Revised Application for Change of Use from Public Open Space to

     Private Garden and Erection of Two Storey Extension to Side and Detached

     Garage to Front.

     Location: 44 Brendon Grove, Ingleby Barwick.

 

The Parish Council considered all the information and plans provided in respect of planning application no. 06/3359/REV.

 

RESOLVED that the Clerk informs S.B.C. that the Parish Council has no comments to raise in respect of the proposal. 

 

Given the concerns raised earlier in the meeting by the applicant, the Clerk to add the Parish Council’s support to the request that the application be dealt with as quickly as practicable.

 

(d) Planning Application No. 06/3449/REV

     Proposal: Revised Application for Erection of Detached Dwellinghouse.

     Location: Plot 22, Riverview, Ingleby Barwick.

 

The Parish Council considered all the information and plans provided in respect of planning application no. 06/3449/REV.

 

RESOLVED that the Clerk informs S.B.C. that the Parish Council has no comments to raise in respect of the proposal.

 

(e) Planning Application No. 06/2593/OUT

     Proposal: Outline Application for Mixed Use Including Family Pub, Playbarn,

     Lodge and Childrens Nursery.

     Location: Land at Low Lane, Ingleby Barwick.

 

The Clerk reported receipt of notification from Stockton-on-Tees Borough Council (S.B.C.) that this planning application is being reported to the Planning Committee meeting on 6th December 2006 in The Lecture Theatre, Stockton Library, The Square, Stockton starting at 1.30 p.m.

126. ROUND HILL GATEWAY SIGNS – INGLEBY BARWICK.

 

The Clerk reported receipt of correspondence from S.B.C. stating that as the Parish Council are aware there are existing gateway signs on the villages of Lowfields, Beckfields and Sober Hall and those signs include a 30 mph roundel panel on yellow backing board above the village name plate.  This is not a feasible option for Round Hill because the 30 mph roundel can only be provided at sites where the speed limit changes.  Other villages are accessed off Distributor roads with a 40 mph speed limit, which is reduced to 30 mph on entering those villages.  A village nameplate without the 30 mph roundel is therefore appropriate for Round Hill.  A copy of the design for the sign was attached which had been circulated to Parish Council members for their observation prior to the meeting.

 

It is proposed to install one sign on the drivers nearside at 3 locations; 2 on Blair Avenue and 1 on Round Hill Avenue.  A plan and photographs of the 3 locations were enclosed for information and comments, which had been circulated to members prior to the meeting.

 

S.B.C. understands that this scheme may have been previously discussed and approved by the Parish Council however they would be grateful for written confirmation that the Parish Council has no objections to the proposals outlined above.

 

The Clerk informed that the Parish Council approved the design of the signs at their meeting on 15th February 2006.  However they did comment that from previous experience of erecting ‘Village Signs’ that due consideration needs to be given to the actual position of the signs to avoid any visual intrusion to residential properties in the vicinity. 

 

The Parish Council considered all of the information provided in respect of this matter.

 

RESOLVED that the Clerk respond to S.B.C. informing that the Parish Council support the proposed measures.
