MINUTES OF THE SPECIAL MEETING OF INGLEBY BARWICK PARISH COUNCIL, HELD AT ST. FRANCIS OF ASSISI CHURCH CENTRE, BARWICK WAY, INGLEBY BARWICK, ON WEDNESDAY 23RD MARCH 2005, COMMENCING AT 7.15 P.M.

Apologies for absence were received from Councillors Ms J. Morrison, D. Scott and Ward Councillor Mrs J. Beaumont.

 

210. PUBLIC PARTICIPATION.

 

The Second Stockton-on-Tees Local Transport Plan 2006-2011: Development of Area Transport Strategies.

The resident attending the meeting noted that his main interest was in the issue of public transport, being a regular user of the service.

Concerns were raised however that there is not enough provision.

It was suggested that there could be ‘express services’ implemented at peak times to give quicker access to Stockton, Middlesbrough, Darlington, East Cleveland etc.

Consideration could also be given to small local buses being provided, traveling to Teesside park, Riverside College etc.

Also, more bus shelters are required, which would promote use of the bus service.

S.B.C. should be encouraged to use their influence and do whatever they can to promote the use of public transport.

 

The resident thanked the Parish Council for the opportunity to raise the above points.

212. STOCKTON-ON-TEES BOROUGH COUNCIL – AREA TRANSPORT STRATEGIES, DRAFT GUIDANCE NOTE.

The Clerk reported that the ‘draft guidance note’ had been circulated to all Parish Council Members for their observation, prior to the meeting.

Following a brief discussion at the Parish Council meeting on 16th March 2005, it was agreed to hold a Special Meeting, to consider the matter more fully.

 

The information provided in respect of the proposed framework for the ‘Development of Area Transport Strategies’ was considered by the Parish Council.

 

Concerns were raised in respect of Ingleby Barwick being used as a through route for traffic, which emphasises the need for implementation of Stages 4 and 5 of South Stockton Link Road (Thornaby Bypass), i.e. the link from Queen Elizabeth Way to the A174 Parkway Interchange.

 

It was noted that consideration should be given to co-ordination between rail lines and it was highlighted that Teesside/Tyneside travel is poor.

 

The following issues in respect of Ingleby Barwick were raised, which should be considered in the Area Transport Strategy:

 

-                     transport issues should be given a higher profile at the planning

stage;

 

-                     more lay-bys required;

 

-                     safer crossing points, more toucan crossings over the main roads are required, especially in the vicinity of the school routes;

 

-                     Improvements to public transport provision;

 

-                     implementation of Stages 4 and 5 of South Stockton Link Road (Thornaby Bypass).

 

It was noted that it is proposed to develop four area strategies, based on the four Area Boards of the Local Strategic Partnership (Stockton Renaissance). 

The Eastern Area Board consists of Ingleby Barwick (Hilton and Maltby) and Thornaby.

 

RESOLVED that the Clerk submit the following comments to S.B.C. in respect of the proposed framework for the ‘Development of Area Transport Strategies’:

 

-                      Area Boundaries

Ingleby Barwick should have its own Area Transport Strategy as it has separate issues to deal with, compared to Thornaby.

-                      Scope of Area-Based Strategies

Ingleby Barwick Parish Council would like to see consideration be given to the implementation of Stages 4 and 5 of the South Stockton Link Road (Thornaby By-Pass) i.e. the link from Queen Elizabeth Way (Stage 3) to the A174 Parkway Interchange.

 

-                      Stakeholders

Following the elections in May 2005, a minimum of one Councillor from both Ingleby Barwick East and Ingleby Barwick West, should be invited to be part of the Steering Group overseeing the Area Transport Strategy.

 

213. INGLEBY BARWICK PARISH COUNCIL – OFFICE ACCOMMODATION.

The Clerk informed that the Parish Council sublet their office in Barwick Lodge from Ardent Financial Services, who lease their half of the building from Robinson’s Estate Agents.  It was noted that Ardent Financial Services lease runs out in December 2006, therefore consideration needs to be given to Ingleby Barwick Parish Council’s future requirements in respect of office/meeting accommodation.

 

The advantages of the Parish Council having an office outside of the Clerk’s home has been established and has proved successful in giving a point of contact for residents, local police etc.

 

The long-term plans for an office and meeting room were discussed including the possibility of Ingleby Barwick eventually having its own ‘Town Hall’.

 

It was noted that a new doctors surgery is being built at Myton Park shopping centre for the Beckfields Medical Centre practice, therefore their current building could possibly become vacated and available for use.

 

RESOLVED that the Clerk progress the matter as follows:

 

-                      Contact Mr S. Barker , Head of Planning and Environment S.B.C., to arrange a meeting, which is to be attended by the Chairman, the Vice- Chairman and the Clerk;

 

-                      Send a letter of inquiry to the owners of the Beckfields Medical Centre building, regarding plans for its future use;

 

-                      Send a letter of inquiry directly to Robinson’s Estate Agents, regarding future plans for their office accommodation.

RESOLVED that the Clerk set up a Business Account for the Parish Council at Staples, Portrack Lane, Stockton.

 

RESOLVED that the Clerk obtain prices for a new telephone/fax machine for the Parish Council.

 

215. RELOCATION OF PORTABLE BUILDING TO BE USED AS DAY CARE NURSERY TO FRONT OF SITE ADJACENT TO LOWFIELDS AVENUE, ST FRANCIS OF ASSISI CHURCH OF ENGLAND PRIMARY SCHOOL.

The Clerk noted receipt of a letter from S.B.C. informing that, as the Parish Council is aware planning permission was granted for the relocation of the Portable Day Care Nursery building from the rear of the school site to the front adjacent to Lowfields Avenue.  Relocation of the building is to take place on 29th March 2005.  The craneage will commence on 30th March and is expected to be on site no later than Friday 1st April 2005.

Fitting out of the unit will be completed by 8th April 2005.
