MINUTES OF THE SPECIAL MEETING OF INGLEBY BARWICK PARISH COUNCIL, HELD AT ST. FRANCIS OF ASSISI CHURCH CENTRE, BARWICK WAY, INGLEBY BARWICK, ON WEDNESDAY 18TH MAY 2005, COMMENCING AT 7.15 P.M.

Apologies for absence were received from or on behalf of Councillors T.W. Bowman and D. Scott.

 

339. PUBLIC PARTICIPATION.

 

Barwick Way, Ingleby Barwick – Proposed Roundabout and Road Realignment.

It was noted that at the meeting held by the Ward Councillor on 9th February 2005, it had been confirmed that noise surveys were to be carried out before and after the works.  However, as far as is known, no surveys have yet been carried out.

Concerns were raised that some of the bushes, which were part of the original screening have been removed and the trees cut back during recent maintenance, therefore the results of any survey would not now be accurate.

It was suggested that the use of noise reduction tarmac could be considered.

 

RESOLVED that the Clerk express the concerns to Stockton-on-Tees Borough Council (S.B.C.) on behalf of the resident and ascertain the intended timescale for carrying out the noise surveys.  The suggestion of using ‘noise reduction’ tarmac, to also be raised.

340. CODE OF CONDUCT – DECLARATION OF INTERESTS.

 

Councillor R. Patterson declared a personal/non-prejudicial interest in relation to the following item on the Agenda, as he was a member of the Green Wedge Action Group, which has now dissolved:

 

Item No. 4     Planning Application No. 05/0870/OUT.

Proposal: Outline Application for Means of Access And Siting of Mixed Use Development With Associated Car Parking And Landscaping.

Location: Site North of Blair Avenue, Ingleby Barwick.

                                   

No further interests were declared.

 

341. PLANNING APPLICATION NO. 05/0870/OUT.

PROPOSAL: OUTLINE APPLICATION FOR MEANS OF ACCESS AND SITING OF MIXED USE DEVELOPMENT WITH ASSOCIATED CAR PARKING AND LANDSCAPING.

LOCATION: SITE NORTH OF BLAIR AVENUE, INGLEBY BARWICK.

 

The Clerk reported that she has spoken to the Agent acting on behalf of Nunthorpe Nurseries, who has informed that they are intending to hold a Public Consultation meeting, which has been preliminary booked to take place on 6th June 2005 at All Saints Secondary School, Ingleby Barwick.  The Agent will confirm details in due course.

 

It was generally agreed that the application needs careful consideration, in respect of what is to be provided on the site and the amount of traffic, which would be generated and will impact on the current road network.

 

Concerns were raised with regard to the vehicular access off Blair Avenue, which is in the close proximity of the entrances into the Secondary School and Primary School.

 

The need for office accommodation and managed workspace was questioned, when there are a number of disused office spaces etc in the surrounding area, such as Preston Farm.

 

It was noted that the youth/community centre is now included within phase 2, rather than located in phase 1 as originally planned.

 

It was noted that IBIS (Ingleby Barwick Independent Society) are currently looking at provision of youth clubs in Ingleby Barwick and investigating funding options etc.

Concerns were raised in respect of possible noise issues from the proposed ‘wind generators’.

 

Concerns were also raised with regard to the traffic situation in Ingleby Barwick as a whole.

 

RESOLVED that the Clerk include ‘Traffic Issues’ on the Agenda for the Parish Council Meeting to be held on Wednesday 25th May 2005.

 

RESOLVED that the Parish Council consider the application and make their formal comments to S.B.C., after the proposed public consultation meeting to be held in June 2005.

 

342. PLANNING APPLICATION NO. 05/0981/OUT.

PROPOSAL: OUTLINE CONSENT FOR ERECTION OF 2 NO. DWELLINGS.

LOCATION: MEADOWBRAE, LEVEN BANK ROAD, YARM.

 

The Parish Council considered all the information and plans provided in respect of planning application no. 05/0981/OUT.

 

RESOLVED that the Clerk submit the following comments to S.B.C. on behalf of the Parish Council:

 

The Parish Council has serious concerns in respect of the implications on road safety, as the access to this proposed development is on a dangerous corner of Leven Bank Road.  This application needs to be considered in conjunction with the development at the ‘Cross Keys’ site.

 

343. PLANNING APPLICATION NO. 05/0999/REM (SITE LAYOUT REVISED AND REVISED PLANS AND ELEVATIONS FOR THE FALKIRK BLOCK).

PROPOSAL: RESERVED MATTERS APPLICATION FOR THE ERECTION OF 114 DWELLINGS AND ASSOCIATED LANDSCAPING AND ACCESS.

LOCATION: HILL BROOK, INGLEBY BARWICK.

The Parish Council considered all the information and plans provided in respect of planning application no. 05/0999/REM.

 

RESOLVED that the Clerk submit the following comments to S.B.C. on behalf of the Parish Council:

 

The Parish Council does not support the provision of 4 storey apartments, however it is noted that the revised site layout and revised plans and elevations for the falkirk block show that the proposal now only includes 3 storey apartment blocks.

The variety of house types is welcome and offers an attractive, sought after range of mixed dwellings within this expanding development, however concerns are raised with regard to the lack of bungalows within the proposal.

 

There will be a major impact on the traffic situation at the location, with Lowfields Avenue extension closed.  The additional traffic generated from not only this development but other approved and proposed developments on Broom Hill Village 5, will cause traffic congestion, in particular at Sandgate roundabout and on the current road network.

 

The public open space to be provided is currently shown to be on the corner of a junction, which raises concerns in respect of safety.  Consideration should be given to relocating the amenity space to a much safer and more appropriate position.

 

344. PLANNING APPLICATION NO. 05/1325/TEL.

PROPOSAL: PRIOR APPROVAL DETERMINATION FOR THE ERECTION OF A 12.5 M HIGH SLIM LINE TELECOMMUNICATIONS COLUMN WITH LIGHTING ARM AND EXTERNAL CABINETS.

LOCATION: INGLEBY WAY, INGLEBY BARWICK.

 

The Parish Council considered all the information and plans provided in respect of planning application no. 05/1325/TEL.

 

RESOLVED that the Clerk submit the following comments to S.B.C. on behalf of the Parish Council:

 

Ingleby Barwick Parish Council does not support telecommunication installations being erected within or in the vicinity of, a residential housing development such as Ingleby Barwick. 

 

The proposed 12.5m street furniture column would be visually obtrusive. 

 

Local residents will justifiably have objections to the proposal. 

 

The Parish Council suggest that a much more suitable location for the cell site would be Teesside Industrial Estate, which is away from residential development.

 

345. BECKFIELDS SHOPPING CENTRE - CCTV CAMERA.

The Clerk informed that that she has arranged for representatives from Ingleby Barwick Parish Council to visit Visual Security Systems Control Room, Teesside Industrial Estate on Friday 27th May 2005 at 1.00 pm, for a demonstration of the CCTV system.

346. COUNCILLOR MRS J. BEAUMONT – THANK YOU FOR FLOWERS.

The Clerk informed that she had been asked by Councillor Mrs J. Beaumont to convey her appreciation to the Parish Council for the beautiful bouquet of flowers she was presented with at Ingleby Barwick Annual Parish Meeting on Wednesday 4th May 2005.

 

DATE OF ANNUAL GENERAL MEETING OF INGLEBY BARWICK PARISH COUNCIL.

The Annual General Meeting of Ingleby Barwick Parish Council is scheduled to take place on Wednesday 25th May 2005 at St. Francis of Assisi Church Centre, Barwick Way, Ingleby Barwick, commencing at 7.30 p.m.
